Broadcast Station
Southern Oregon Public Television (SOPTV) has chosen "Option A" to comply with FCC's EEO Rules. This report will be prepared and placed in the station's Public Inspection Files and on the station's web site.
The purpose of this Annual EEO Public File Report for "Option A" broadcast stations (this "report") is to comply with Section 73.2080(c) (6) of the Commission's EEO Rules.
This report has been prepared on behalf of the station employment unit which is comprised of the following broadcasting stations:

SOPTV will establish an internship program.

Southern Oregon Public Television offers internships to students enrolled in an accredited community college, technical school, college, or university. Internships are designed to provide students with the opportunity to gain work experience in public television. Internships are solely for academic credit and are not paid positions. Documentation of matriculation and registration for college credit is required and the name, address, phone, and email address of the supervising faculty person must be provided.

One Southern Oregon University student (English) completed the SOPTV Professional Writing Internship under the supervision of Maureen Battistella (Development Manager) during the fall 2004 term.

Two Southern Oregon University students (Art, Video) participated in the internship program as Pledge Production Assistant and Video Graphics Intern under the supervision of Victor Daily (Production Manager) during the Spring 2005 term.

An SOU Writing program student participated in the fall 2005 pledge by producing two pledge shows and serving as on-air host for two shows (Motorweek 25th Anniversary Special and Sewing with Nancy Very Easy Vintage Quilts.) She also researched and scheduled the SOPTV Film Festival for the 2005 Rogue Valley Railroad Show held in November at the Medford Armory.

In January and February 2006, an SOU Writing student interned with Southern Oregon Public Television working as a production assistant for the Targetmeth broadcast, web site, and events.
SOPTV will provide training to management-level personnel as to methods of ensuring equal employment opportunity and the prevention of discrimination.

This Telephone Toolkit (sponsored by PBMA) covered Nielsen terminology, methods, and reports. The Content Department learned the meanings of rating, share, cume, grps, and how these measures are computed. Within ratings data, they learned which benchmarks are the most important in evaluating station performance.

This Telephone Toolkit (sponsored by PBMA) was a high level GASB update. It covered recent pronouncements, technical bulletins, exposure drafts, and GAO yellow book highlights and its affect on the presentation of statements for public broadcasting entities.

10/26/06, Topic: UBIT & Public Broadcasting

This Telephone Toolkit provided a brief overview of the UBIT rules and regulations and an update of recent changes in the tax law and IRS enforcement initiatives that impact the exempt organization community. Special focus was placed on those rules, regulations, changes, and initiatives that specifically impact the public broadcasting community.

11/15/06, Topic: Sarbanes-Oxley

This Telephone Toolkit told why everyone is still talking about Sarbanes-Oxley law and how it applies to public broadcasting stations. It went over current "best practices" for nonprofit governance, what can happen if you don't have them, and how you can implement those practices in your organization.

12/14/06, Topic: Keeping Your Board Strategic

This ToolKit addressed fiduciary guidelines for non-profit investments as well as what characteristics make a board vibrant and effective, and how can staff make sure there is "fun" in the board's fundraising work.

2/22/07, Topic: Valuing Television Program Acquisition

This Telephone Toolkit taught how to maximize the use of acquired television programs, often an underused asset at public television stations. The Director of Content attended this conference.

3/22/07, Topic: Effective Performance Appraisals

This Telephone Toolkit presented skills and techniques that are effective in turning around problem performers by renewing their commitment to their work, engaging them in problem solving, and maintaining their self-esteem. The Director of Finance and the Director of Content attended this conference.
SOPTV will participate in job banks, Internet programs, and other programs designed to promote outreach.

CRATER LAKE: The Mirror of Heaven, SOPTV's local production, was included in the program of the September 2004 Joaquim Miller Conference, a conference that gathered scholars and community educators surrounding Southern Oregon's pioneering history.

A public screening of Defiant Requiem was held in October 2004 and also broadcast in conjunction with Conductor Murray Sidlin's visit to Southern Oregon and lecture at Southern Oregon University. This screening was promoted through local temples and synagogues and more than 70 people attended.

Two high-definition events were conducted in the studios of Southern Oregon Public Television in February 2005:

The High-Definition Quilt Party which included a screening of The Quiltmakers of Gees Bend, a presentation on outsider art by an art educator from the Schneider Museum of Art, a quilt show curated by the Mountain Stars Quilt Guild and refreshments sponsored by Cottage Café and Bakery of Jacksonville, OR. More than 80 quilters attended the event.

The High-Definition Train Show brought in approximately 100 railfans associated with Southern Oregon train clubs to enjoy episodes of Tracks Ahead. The High Definition Train Show was co-sponsored by MicroTrains of Talent, OR.

The 2005 Reading Rainbow Contest for Young Writers and Illustrators brought in 250 children's stories from January through April of 2005. Partners included area public libraries, schools, and bookstores. The 2005 contest was sponsored by Clas E Professor in Medford's Rogue Valley Mall.

The Ashland Gallery Association partnered with SOPTV to co-promote Oregon Art Beat: Southern Oregon Edition and the annual Taste of Ashland in April 2005.

SOPTV received a PBSKidsGo grant for $6000 in April 2005 to develop a science inquiry workshop for community science educators in cooperation with ScienceWorks Hands-On Museum and Bear Creek Watershed Educational Partners. These workshops were conducted September 30th and October 7th 2005 with more than 100 community science educators, K-12 teachers, student teachers, Girl Scout leaders, and Boys/Girls Club staff attending.

An extensive outreach project was developed to surround the broadcast of Art:21 Season 3 in October 2005. Sneak preview screenings of the program and facilitated discussions were held in seven locations in five towns (Medford, Ashland, Grants Pass, Eagle Point, Klamath Falls) with more than 450 attending the events. This outreach project was conducted in partnership with the Schneider Museum of Art.

Two screenings of Southern Oregon Public Television's new production in the Southern Oregon History Series were held in Roseburg in August 2005. The screenings were held at the Douglas County Museum of History and Natural History and were co-sponsored by the museum.

A community focus group and teleconference was convened to assess community needs and interest with respect to the 2006 Partnership for a Nation of Learners in October 2005.

Partnership for a Nation of Learners Teleconference, November 30, 2005. Approximately 20 librarians, historical society staff, and public television staff attended this videoconference intended to draw communities together to work on local issues through the CPB/IMLS Partnership for a Nation of Learners funding initiative.

Southern Oregon Public Television organized a film festival at the 28th annual meeting of the Rogue Valley Railroad Show in December 2005. More than 7,000 persons attended the event and SOPTV was recognized in all media related to the show.

Southern Oregon Public Television's Target Meth initiative was launched in February 2006 with the broadcast of a half-hour local issues program that served as a companion to a Frontline program on that topic. In addition to the SOPTV Target Meth broadcast, a companion website, TargetMeth.com, with streaming video and local resources relating to the methamphetamine epidemic has also been released.

Local quilters participated in an in-studio screening of The Great American Quilt Revival on February 22, 2006. In addition to a lecture on art quilts and the evolution of textile art, Nell Mathern of the Mountain Stars Quilt Guild curated an exhibit of art quilts by textile artists from Northern California and Ashland Oregon. Approximately 30 quilters attended the screenings, lecture, and exhibit.

Two screenings were held in March 2006 to celebrate the release of the latest documentary in the Southern Oregon History Series, The South Road to Oregon: The History of the Applegate Trail. The first screening was held in Roseburg with approximately 80 persons attending. The second screening was held in Jacksonville in conjunction with the Southern Oregon Historical Society who curated an exhibit on the Applegate Trail as part of the broadcast premiere.

Southern Oregon Public Television organized an Antiques Roadshow film festival at the 2006 Southern Oregon Antiques and Collectibles Show and Sale in March 2006 contributing Antiques Roadshow posters and door prizes. More than 2,000 persons attended. Also in March, members of the Southern Oregon Antiques and Collectibles Club helped to produce an Antiques Roadshow pledge special that featured local collectors and their collections.

Taleris Corporation funded SOPTV at $3000 to continue the Parenting Counts outreach initiative for 2006/07. Five train-the-trainer workshops were offered through February 2006 covered parenting skills and early literacy in 3 counties reaching 34 clinical psychologists, parent support workers, Early Head Start staff, domestic violence shelters, and others.

Ready to Read in Literacy outreach workshops have been conducted throughout Jackson and Josephine counties in 2005/06 reaching childcare providers and early childhood professionals teaching them early literacy skills that they can use with parents and children. This outreach initiative is a continuation of the Ready to Learn program.

Twin Cities Public Television awarded an outreach grant to SOPTV that served to develop a Girls in Science workshop for area teachers, community science educators, and girl scout leaders. The first workshop in the series was conducted at the Educational Service District of Douglas County on Feb 9th, 2006 with 6 teachers attending. The second workshop of the series was conducted on Feb 10th, 2006 at Southern Oregon University with 30 teachers, student teachers, girl scout leaders, and community science educators attending. A third workshop is scheduled for Sept 30th in Klamath Falls. This workshop series is co-sponsored by the American Association of University Women Ashland and Klamath Falls branches, Southern Oregon University, and Oregon Institute of Technology. Other activities funded by the grant include student scholarships to the 2006 Advocates for Women in Science, Engineering and Math at SOU in April, and Extending Your World at OIT in September 2006 as well as a series of after school science inquiry workshops for middle school girls at SOU and OIT.

Southern Oregon Public Television was one of the co-sponsors of the 2006 Ashland Independent Film Festival held in early April 2006 where more than 80 award-winning independent films were screened including Southern Oregon Public Television's production, The Roseburg Blast: A Catastrophe and its Heroes..

Ready to Lead in Literacy:

Twenty Ready to Lead in Literacy outreach workshops have been conducted throughout Jackson and Josephine counties in 2006/07 reaching about 275 childcare providers and early childhood professions, teaching them how to work with approximately 2500 young children on emerging literacy skills, and distributing over 1000 books. This has succeeded through a partnership with Rogue Community College, the Child Care Resource Network, the Jackson County Association for the Education of Young Children, and the Oregon Center for Career Development in Childhood Care and Education. This outreach initiative is a continuation of the Ready To Learn program. Ready To Learn has also participated in 3 community events reaching over 1000 children and their parents in Jackson and Josephine Counties.

In our effort to serve the public interest and encourage informed civic participation, SOUTHERN OREGON PUBLIC TELEVISION (SOPTV) invites the public to view IN CONVERSATION with Jeff Golden: The Gubernatorial Candidates, televised interviews with Oregon's 2006 gubernatorial candidates. SOPTV invited the candidates from all five parties to share their visions for the future of Oregon in the hope that the electorate would find these conversations helpful for making informed decisions. IN CONVERSATION with Jeff Golden: The Gubernatorial Candidates are one-on-one conversations between a single candidate and public broadcasting journalist Jeff Golden and were filmed in the SOPTV studio. Questions asked of the candidates dealt with issues generally recognized as highly significant to Oregon's future at the time of the broadcast. The programs are approximately one half hour.

This report covers full-time vacancy recruitment data for the period of March 1, 2003 to June 30, 2007.
Generally recruitment for job vacancies is focused on our immediate area: Jackson County and Josephine County. For specialized positions, recruitment is expanded to reach the state of Oregon and by using PBS Express, other potential applicants located in other states.
Beginning in September 2004, SOPTV expanded its recruitment sources to widely disseminate information concerning the vacancy to the community, minorities, and women.
